Semper Contracting is an Annapolis-based small business that provides construction services to its clients in a variety of contracting arrangements. Founded in 2023, Semper holds various small business certifications that help its clients meet their subcontracting and hiring needs.

Shane Clark, President, is in charge of business development, bidding, purchasing, and invoicing. Clark is a former Marine and U.S. Marshal who spent 28 years working for the federal government including Deputy Commander of the Fugitive Task Force. As part of the Special Operations Group, Clark supervised various construction projects in Afghanistan as a contracting officer.

Marc Keith, Vice President, is in charge of field operations including procurement of materials, scheduling of contractors, installations, and quality control. Keith brings 28 years of construction industry experience. He spent 10 years as the head of field operations for a steel fabrication firm before transitioning to general contracting where he worked as a superintendent and regional director.

Our goals are to provide quality customer service and maintain the highest level of professionalism, integrity, and fairness in our relationships with our customers, employees, and vendors. We plan on reaching our goals by providing on-time material and equipment deliveries, quality installations, and professional services.

Our ideal project size is $200,000 to $1,000,000. However, we have strategic partnerships with select trade partners that allow us to take on larger projects to help our clients meet their small disadvantaged and veteran owned business subcontracting goals.
